Project Summary: i-APS is recruiting senior positions for the upcoming USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support activity that aims to provide technical support and/or services on relevant areas of the USAID program cycle, including support for effective planning, robust design, performance reporting, conducting special studies, data quality assessments (DQA); monitoring, evaluation, and learning (MEL); collaborating, learning, and adapting (CLA); and knowledge management (KM) at all levels to support programs and activities from Peru’s bilateral and South America Regional portfolios, as well as from USAID Missions in South America.

The Chief of Party (COP) will be responsible for providing the overall vision and technical leadership. The COP will be mainly responsible for the project’s overall management and technical operations and will ensure that tasks and deliverables are completed according to high professional standards and on schedule. The COP will also contribute and review all relevant learning reports to USAID.

The COP will be the primary point of contact with USAID day-to-day activity implementation and management matters relating to the project.

Responsibilities:

  • Leads and manages the project’s deputy chief of parties and directly supervises technical leads/managers.
  • Provides vision, leadership and guidance, including planning and implementation of learning related activities and planning and implementation of staff training and motivation incentives.
  • Serve as the main point of contact with USAID for activity design, implementation and management.
  • Manages and oversees activities’ planning, organization, implementation and quality assurance.
  • Ensures timely review, quality assurance, and submission of all contract deliverables.
  • Oversees and monitors all sub-contractors.
  • Maintains administrative and financial controls and ensures compliance with all terms and conditions of the contract and applicable U.S. Government and USAID rules and regulations.
  • Oversees contract’s budget function.
  • The COP is also responsible for overall security aspects of the work, including real time understanding of local political and security developments, and acts as the primary liaison for USAID regarding security matters.

Job Description

  • Previous experience as Chief of Party is highly desired; particularly on USAID funded monitoring and evaluation platforms or third-party monitoring platforms.
  • Previous experience in Peru and the Region as COP is required.
  • Previous experience working on projects funded by USAID.
  • At least ten (10) years of experience in leading monitoring and evaluation work on large and complex projects, and progressively responsible management experience.
  • Familiarity with USAID Peru and USAID Missions in the South America Region objectives, approaches and operations, particularly related to MEL.
  • Master’s degree in international affairs, social science, or a related field.
  • Previous experience managing sub-contractors.
  • Strong communication, analytics, writing and interpersonal skills.
  • Fluency in Spanish is required, including experience preparing high quality reports and presentations.
