Project Summary: i-APS is recruiting for an experienced Chief of Party for USAID/Vietnam Program Cycle Support (PCS) Activity. The purpose of this contract (estimated to be between $17 to $25 mil) is to provide technical assistance in support of USAID Vietnam efforts to strengthen the use of data at all levels and stages of the USAID Program Cycle. This Activity will support USAID projects and activities in achieving intended results and building capacity on MEL/CLA for both USAID staff and USAID implementing partners (IP). This Activity would also support USAID/Vietnam and USAID IPs in project and activity management and implementation through training, direct technical assistance on MEL/CLA, sharing lessons learned, and conducting research and surveys, assessments, and performance evaluations. Building upon the ongoing successes of this Activity, this new follow up Activity will play an important role in supporting the strategic intent of the current CDCS, as well as in the design and implementation of the next CDCS. It will help all technical and support offices better understand the development environment and adapt USAID’s current and future projects and activities to achieve key development results.

The Activity will prioritize (1) the core tasks of the Program Cycle, i.e. Design, Performance Tracking, Evaluation, and Research; and (2) capacity building for USAID/Vietnam staff and partners.

Position description:

Responsibilities

  1. Provide technical leadership and operational direction throughout the life of the activity.
  2. Proven experience in managing MEL/CLA platforms is required as DCOP or COP.
  3. Serve as a primary point of contact for USAID and USAID IPs, including other Activity relevant stakeholders.
  4. Establish and maintain effective communication, coordination and collaborative relationships with the USAID/Vietnam Mission and USAID IPs, including other Activity relevant stakeholders.
  5. Supervise senior relevant team members and Drive the achievement of program results by ensuring the provision of timely, relevant, high-quality services.
  6. Ensure the USAID-compliance technical, financial, and compliance and integrity of program operations.
  7. Ensure timely and accurate reporting on the progress and status of all tasks provided under this contract/Activity.

Required Experience:

  1. An advanced degree in a relevant field of study such as in development evaluation, economics, statistics, international development, or other social science fields.
  2. Minimum of 12 years of progressively responsible experience in the training, learning and development roles. Vietnam and regional experience is a plus.
  3. Knowledge of specific USAID sectors to include Climate, Energy, Environment, Health, Higher Education, Economic Growth, Working with Persons with Disabilities, Digital economy.
  4. Demonstrated understanding of USAID’s Program Cycle, Evaluation Policy, CLA Framework, Local Capacity Strengthening Policy, Gender Equality and Women’s Empowerment Policy, and ADS 201.
  5. Experience designing monitoring and verification systems, learning and project cycle management reviews, designs and delivery across all or a few USAID sectors (mentioned above).
  6. Proven ability to utilize both qualitative and quantitative data in evaluating program performance and guiding adaptive management, including turning data into usable and actionable knowledge sharing.
  7. The ideal candidate has prior experience working on USAID-funded CLA activities as DCOP or COP.
  8. Fluency in English is required.
